Implementation Support Mission between MoEWR-PIU and World Bank Energy Team -Mombasa, Kenya

Mombasa, Kenya February 2024: The Ministry of Energy and Water Resources of Federal Government of Somalia and The World Bank Energy Team[1]conducted a Project Implementation Support mission from 29th January to 2nd February 2024. The State Minister of Energy and Water Resources of Federal Government of Somalia H.E Mohamed Abdullahi Farah was leading the Project Implementation Unit.

 

The Bank expresses its appreciation for the courtesies received and support and cooperation accorded by the Ministry of Energy and Water Resources (MoEWR), and the Ministry of Energy and Minerals, and the PIU staff. This Aide-Mémoire (AM) summarizes the mission findings, recommendations and agreements reached for the projects; and will be made public as per World Bank policy on  access to information. The Aide Memoire was discussed at the wrap-up meeting on 2nd February 2024 with the State Minister of Energy and Water Resources as the chair and the final version of the Aide Memoire was endorsed by the Bank management.

 

The objectives of the mission were as follows:

 

Somali Electricity Sector Recovery Project (SESRP): Review implementation progress of all the project components including the agreed actions from the last mission held on February 2023 discuss the ongoing sector re-establishment reform initiatives including progress on the approval of the revised Electricity Act, preparation of the secondary regulations, the adoption of the proposed Electricity Supply Industry  (ESI) institutional structure, and; discuss and agree on a plan to fast track the main activities. Accelerating Sustainable and Clean Transformation (P181341): Review the project effectiveness conditions and implementation plan.

 

The State Minister of Energy and Water Resources delivered the closing remarks and profoundly thanked the World Bank Energy Team for their relentless efforts and technical support in implementing both SESRP and ASCENT Development Projects. The state minister vowed that the Minister would ensure all the action items and recommendations from this implementation support mission will put into action.
