This milestone involves identifying challenges and opportunities, as well as performing cost-benefit analysis and financial viability assessments.

Regulatory Reforms

This milestone involves the development and implementation of necessary regulatory frameworks and the establishment of regulatory authorities or agencies.

Infrastructure Development

 Rehabilitation and modernization of existing power generation facilities, construction of new power plants if necessary, and the expansion and upgrade of transmission and distribution networks are undertaken in this milestone.

Capacity Building

Training and capacity development for local staff and institutions, as well as the transfer of technical knowledge and skills, are central to this milestone.

Financial Sustainability

The project focuses on developing a sustainable financing model for the electricity sector, implementing transparent billing and revenue collection systems, and reducing financial losses and subsidy dependence.

Electrification and Access

This milestone aims to expand electricity access to underserved and remote areas and increase the percentage of the population with access to reliable electricity.
