Project Implementation Unit

Overview

The Ministry of Energy and Water Resources in Somalia has established a dedicated Project Implementation Unit (PIU) to implement the Somali Electricity Sector Recovery Project (SESRP). The PIU comprises specialists with various disciplines to lead the project implementation and ensure the Project development objective is achieved. The Project implementation unit is also tasked to implement other World Bank Funded Energy Projects.

Primary Responsibility

The central responsibility of the PIU is to ensure the Project Development Objective (PDO) of the SESRP is successfully achieved. The unit provides vital technical support to the ministry, ensuring efficient and effective implementation and completion of the SESRP.

Leadership and Coordination

The PIU is led by a Project Coordinator, who plays a pivotal role in leading the unit. This individual is responsible for coordinating activities between the Ministry of Energy and Water Resources and the World Bank. Additionally, the Project Coordinator engages with various project stakeholders to foster collaboration and alignment of objectives.

Team Composition and Responsibilities

Project Coordinator

Leads the PIU, ensures coordination with the Ministry, the World Bank, and stakeholders.

Lawyer

Provides legal advice, ensuring the project adheres to national and international legal frameworks.

Gender Specialist

Promotes gender inclusivity, ensuring the project addresses the needs of all genders.

Financial Management Specialist

Manages the project's financial aspects, ensuring transparency and accountability.

Communications Specialist

Handles internal and external communications, maintaining clear and consistent messaging about the project.

Power Engineer

Provides technical expertise on electricity generation, distribution, and maintenance.

Procurement Specialist

Oversees procurement processes, ensuring compliance with standards and obtaining the best value.

Security Advisor

Ensures the project's operations are secure, addressing any potential risks or threats.

Environmental and Social Safeguard:

Monitors and mitigates environmental and social impacts of the project.
