Event Description

Garowe, Puntland, Somalia, the Electricity Supply Industry Institutional Framework Consultation convened by the Ministry of Energy and Water Resources, on December 17th -18th, 2022, at Hotel Martisoor, Garowe, Somalia.

The purpose of this meeting is to validate the findings of the Electricity Supply Industry Institutional Framework Study Findings and Recommendations and shall be attended by Federal Member State Ministers, Director Generals and technical teams of Ministries of Energy and Water Resources, Federal Ministries of Finance and Planning, Office of the Prime Minister, Banadir Regional Administration Energy Director, Electricity Service Provides. 

Objective of the Meeting:

The meeting shall serve as a high-level stakeholder engagement instrument through which the study shall be presented, discussed at length and validated by the varying stakeholders.

The proposed validation meeting shall bring together public and private stakeholders including Federal Line Ministries, Federal Member States Line Ministries, Banadir Regional Administration, Electricity Service Providers (ESPs) across all FMSs and Mogadishu to the end of securing buy-ins from sector stakeholders for the option analysis, findings, and recommendations of the ESI study.

To the end of reaping the maximum benefit from this high-level meeting, the sessions will not only focus on the ESI study but delve also into the major issues of concern for the sector that would require consensus building through session grouped into four themes, namely.

Theme 1: Current market structure and bottleneck issues vis-à-vis Sector Vision

This theme will serve as an introduction into the key problematic aspects of the sector that have called for the ongoing intervention, while tapping into the sector vision and FGS developmental agenda for the energy sector.

Theme 2: International good practice on sector governance & market restructuring

During this session the attendees would be given a broad view of international good practice relating to structuring the electricity sector institutional frameworks and modalities for market restructuring, while providing an overview of the options for market restructuring as captured in the ESI study.

Theme 3: Presentation of ESI study findings and recommendations

This session will meticulously expand on the ESI study finds and recommendations with a focus on the option analysis and the most recommended option for the ESI market restructuring (option 2).

Theme 4: Harmonization of frameworks

This final thematic area will go deeper into contentious issues pertaining the sector governance, from a decentralized perspective. Given that several FMS have developed their own legal and regulatory frameworks and infrastructure ownership and management modalities, it is crucial for the sector stakeholders to discuss and explore how such frameworks are to be harmonized at federal and state levels, and what approaches are feasible for the market infrastructure ownership and management.

Theme 5: Energy sector working group session.

This session is to conduct the first sector working group of the country’s physical electricity sector infrastructure and associated institutional and to discuss the sector challenges to build a dialogue to enhance the sector’s initiatives with a long-term eye toward enhancing the investment atmosphere for the private sector and improving oversight of the Ministry.
